     "An Act relating to school construction grants and major                                       
     maintenance grants to school districts; relating to reimbursement                              
     of school construction debt; providing a remedy to the                                         
     constitutional violations found in Kasayulie et al. v. State of                                
     Alaska, Case No. 3AN-97-3782 CV; relating to the Education                                     
     Facilities Financing Authority; and providing for an effective
